Twist Your List

Can someone please help me with a list of building codes for the state of Pennsylvania? The apartment I am currently residing in has an electric hot water tank, and it’s completely unable to be accessed. The landlord actually built a wall around it, and recently it’s been horribly leaking. Some people have told me that the boxing in of a hot water tank is a code violation. Please share your knowledge.
