Does anybody know anything about purchasing small business email lists for….?

Advertising purposes??

I’ve been browsing sites, but I can’t find any good ones. Trying to purchase or find free lists of emails for people with small businesses (entrepreneurs, independent professionals, smaller law firms…etc.)
I said "purchasing" email lists as well… I’ve come to that realization that they will not be free.

Ok firstly buy any list of email accounts is illegal. This falls under the Can-Spam laws set up in 2003, any company collecting email address must comply with this, they are not allowed to sell or give away any email address. There are still a few large companies trading in email lists though these are usually pointless as they use a point system.
More points you have, (usually from reading emails sent to your through there system the more people you can email.) The problem is that anyone you mail is only reading your message to get points to be able to send their message.
With the FTC coming down hard on internet activity as of recent this is a risky endeavour.
